We're Now a Nevada Tier 1 Emerging Small Business
Manalo Advisory Group is officially certified as a Tier 1 Local Emerging Small Business (ESB) by the State of Nevada, through the Governor's Office of Economic Development (GOED). The certification runs from June 1, 2026 through June 30, 2028.
I want to use this post to do more than announce a line item for the credentials page. A certification is only worth writing about if it changes something for the people it's meant to serve. So here's what the ESB designation actually is, why it matters if you run or contract with a business in Nevada, and what it doesn't change about how we work.
What the ESB certification is
Nevada created the Emerging Small Business program in 2014 to encourage the growth of small businesses across the state and to help them win work with state and local government agencies. In practice, it does two things. It identifies small businesses that are ready and willing to contract with government, and it gives the state a way to measure how much of its own purchasing actually reaches them.
The mechanic is less dramatic than most people selling certifications will tell you. GOED sets participation goals for state purchasing and public works contracts under $100,000, and the state's Purchasing Division reports against those goals twice a year: how many certified businesses were asked to bid, how many did, how many won, and whether the goals were met. The goals are targets, not mandates, and nobody is obligated to hire a certified business. But an agency measured on a number tends to notice a vendor who helps it reach that number.
Certification isn't automatic. A business applies directly to GOED, discloses its legal structure, capabilities, employee count, and gross receipts for the prior three years, and attests that it meets the program's requirements. GOED reviews each application and issues a determination. Tier placement reflects the size thresholds in the state's requirements; we were certified at Tier 1.
It's worth being precise about one thing, because the ESB acronym gets used for other credentials: this is the State of Nevada Local Emerging Small Business certification issued by GOED under NRS 231 — a government economic-development designation. It is not a training course or an exam. It's a formal recognition that a business meets Nevada's standards as an emerging small business and is positioned to work with the public sector.
Why it matters for our clients

There's a second audience for this news, and it's one worth naming directly: state and local agencies working toward Nevada's emerging small business goals.
Those goals cover state purchasing and public works contracts under $100,000, and the state encourages local governments to adopt similar ones. They are targets rather than obligations, and certification doesn't guarantee anyone a contract. What it does is make Manalo Advisory Group visible to buyers who are measured on how much of their spending reaches certified small businesses. What hasn't changed
I'll close where I started: a credential only matters if it serves the people it's meant for. So, to be clear about what the ESB certification doesn't change —

What the certification adds is specific. It puts us on record with the state as the kind of business the program was built for, and it means an agency working toward its small business goals gets credit for working with us. It doesn't certify that we're good at the work. That part is still ours to prove, and it's the part we care about: helping Nevada businesses run leaner, keep more of what they earn, and stay viable long enough to make a difference in their communities.
That's the work. The certificate just makes us easier to find.
